Welcome, Leopard Family! I’m Julia Stephen, and it is my privilege to serve as Superintendent of New Home ISD. My career spans 20+ years in Texas public education – beginning as a science teacher and coach, then assistant principal, principal, and district administrator. Those experiences shaped my belief that excellent schools are built on strong relationships, great teaching, and a relentless focus on students.
This year’s district theme – Rooted in Tradition, Reaching for Tomorrow – guides my work. I strive to honor the values that make New Home special while creating more opportunities for each and every Leopard. To that end, my leadership priorities include:

Safety and Well-Being: Secure facilities, clear procedures, and caring adults who know every student.

Excellent Teaching and Learning: Aligned curriculum, purposeful planning, and job-embedded support so great instruction is the norm in every classroom.

Opportunities for Every Learner: Strong academics, CTE, fine arts, and athletics – so students can discover their strengths and pursue their goals.

Partnerships and Communication: Transparent updates, two-way communication, and authentic collaboration with families, staff, and community.

You’ll hear from me regularly through the monthly superintendent update, The Home Front, and you’ll see me on campuses, at school district events, and in the community. I listen first, put students at the center of every decision I make, and work side-by-side with our staff to remove barriers so teaching and learning can flourish.
New Home ISD is a special place because of its people – students who work hard, families who care deeply, staff who go the extra mile, and a community that shows up. Here's to a year filled with purpose and growth.
